西九成败一线牵——视象讲座听证会
 
   
    去年底,应多位文化界、艺术界朋友的建议和请求,本画苑创办人郭浩满先生就西九项目之发展草拟了一份详尽的西九M十规划建议书,并于本年初递交给曾荫权、唐英年以及负责西九项目的相关人士,本建议内容先后获香港星岛日报、香港商报、资本杂志、台湾收藏+设计杂志等多家媒体发表,获得各界社会人士相当大的回响和关切,郭浩满先生亦应邀在2009年6月19日的立法局会议上陈述意见,表示中国近百年之文化艺术成就之卓越不容忽视,西九文化艺术区应该善用香港的优势及祖国的丰富资源,建立一个以中国近现代艺术精品为主体、以推介香港艺术家为重点;以东南亚各国文化艺术为衬托的世界级规模的东方国际艺术中心、文化交流中心和艺术旅游中心。
 
    可以相信,政府和议员们主观上是希望西九项目取得成功,然而由于缺乏前瞻的目光和对艺术了解的不足,至今西九的发展方向和定位仍模糊不清,如按照目前拟定的路线勉强上马,最终会导致西九项目的失败,香港将失去一个重要的发展机遇,最终损失的是全体香港市民,我们亦将愧对我们的下一代。
 
    面对这悬浮了七年的计划,尽管很多港人早已心灰意冷,对西九项目抱持不大看好的态度,更担心香港会因此沦落为国际笑话。然而,我们作为一个热爱香港的艺术推广工作者,出于市民的责任心和良知,我们深信狂澜仍可被力挽。西九之成与败只取决于一念之间,我们社会各界,尤其是文化艺术界人士,如能团结一致,据理力争,相信能把西九的发展重新纳入正确的轨道。为了令大家更了解西九项目的巨大历史机遇和对香港未来发展产生的功能,本画苑谨定于本年8月15日下午三时正就该项目的发展举行视象讲座听证会,届时将由郭浩满博士担任主讲,同时现场将播放数以千计的艺术影像,让听众们可预览西九未来将会向世界展示的东方艺术之卓越风采,欢迎关心香港未来和艺术的朋友出席交流。

Sliding Doors – The Fate of West Kowloon Cultural District
 
Last year, the founder of Wan Fung Art Gallery, Dr. Kwok Ho Mun, has drafted a detailed proposal for the development of West Kowloon Cultural District. It was an action taken upon requests of our friends from the art and cultural sphere. The proposal received positive reviews and was published by Sing Tao Daily, Hong Kong Commercial Daily, Capital, and Taiwan’s Art Collection + Design Magazine. On 6th, September, 2009, Dr. Kwok was invited to voice his opinions in the Legislative Council, he suggested that the fruitful achievement of Chinese art in the recent 100 years should not be neglected, and West Kowloon Cultural District should make use of Hong Kong’s advantages and China’s resources to establish the biggest world-class Art Center in the East.
 
However, the official response turned out to be a great disappointment. Ms Carrie Yau claimed that “M Plus has been well-planned already, and it should be difficult to make further adjustments”, making it doubtful whether the official consultation meetings are really meant for consulting, whether the voices from the majority are doomed to fall on deaf ears, and whether the opinions from the art industry are sincerely considered.
 
This meeting helps us to realize that the main reason that will contribute to the failure of West Kowloon Cultural District is the government’s attitude. If the government insists to go on shortsightedly without much understanding of art, we are afraid that a shocking sum of 21.6 billions will eventually be wasted on building an empty castle.
 
This project has been floating around for 7 years already, and many Hong Kong people are disappointed by its non-progressiveness. Some are even worried that it may turn Hong Kong into an international joke. But we still believe that it is possible for the situation to turn around. The sliding doors now hurry us to board the wrong train, shouldn’t we wait until the full potential of it is explored and appropriately utilized? In order to help the concerned parties understand the historical significance of the West Kowloon Cultural District project and the chances it holds, a conference will be held in Wan Fung Art Gallery on 15th August, 2009, for which Dr. Kowk will be the host. You are all very welcome to join and exchange ideas.
